Project Management
Competence
BSI has undertaken successfully several national / international, research / commercial projects over the last five years. Therefore, the company has accumulated substantial experience in managing small / medium / large scale projects, establishing strong internal quality assurance and control procedures, which have been exercised in practice in various IT implementation fields (e.g. co-ordination of the international consortiums of the EC_TOPIC, Hermes projects, with partners from England, France, Germany, Romania, Bulgaria, Greece, etc.), and commercial projects (e.g. Eurostat - SIRE I, II, III projects, EC DG Justice & Home Affairs - Brussels I project, European Parliament - OEIL I, II projects, national commercial projects for the Ministry of Justice, the Public Power Corporation, the Athens Water Supply & Sewerage, etc.).

Through these years of accumulated experience, the company has developed and exercised a strict discipline determining how the project management activities should be conducted. Central to the company’s approach with respect to project management is the belief that effective project management should guarantee:
• Rapid response to meet project and customer requirements.
• Effective co-ordination and control of information flow, and co-ordination of all
..partners (in case of international consortia) in a continuous mode.
• Maintenance of independence and quality control of deliverables or end products.
• Effective cost and quality control.

At the very beginning of each commercial project, the company develops a Project Quality Plan (PQP), which provides details about the quality procedures that will be applied, the responsibilities of the involved parties, the key involved persons, the project critical path, the project risks and risk mitigation procedures, the project milestones and time-plans, etc.

The project management approach of the company is strongly influenced by a number of widely accepted standards and guidelines, the central focus being the ISO 9001:2000 standard for which BSI is currently applying for official conformity. This is a world-wide standard for quality management in projects, it is not industry specific and has been devised to provide for the development of a Quality Management System that ensures that the goods and services offered by the company meet the necessary requirements and are free of defects. This standard covers 5 main areas which each involve a number of steps towards the creation of a quality centered production environment; the description below describes the main requirements of the specification:

1. Systematic requirements
• The establishment of a quality management system and documentation of the
.. quality management processes.
• The production of properly-controlled and approved quality system documentation,
.. including manuals, procedures, process interaction and the scope of the system.
2. Management requirements
• Support quality through the promotion, implementation and improvement of a
.. system to ensure quality and meet customer, regulatory and statutory requirements.
• Meet and enhance customer satisfaction through the identification and satisfaction
.. of customer requirements.
• Establish a quality policy, formulate measurable quality objectives for functional
.. areas and plan the development, implementation, improvement and modification
.. of the quality management system.
• Control the quality system by defining responsibilities and authorities, appointing
.. management representative to support and oversee the quality management
.. system, performing management reviews of the quality management system and
.. identifying areas for improvement.
3. Resource requirements
• Identify and provide resources (human, infrastructure) to support and improve
.. the quality system.
• Provide quality environment by identifying and managing factors to ensure that
.. products meet their requirements.
4. Realization requirements
• Control realization planning by planning and developing product realization
.. processes through the development of documents, record keeping systems
.. and methods to control quality during product realization.
• Control customer processes such as identifying customer product requirements,
.. reviewing and recording changes in the requirements and implementing a process
.. to control customer communications.
• Control product development by planning design and development; performing
.. and recording product design and development verifications and validations;
.. and managing product design and development changes.
5. Remedial requirements
• Perform remedial processes to demonstrate conformance and improve quality
.. management by performing internal audits and taking action where necessary.
• Control nonconforming products, defining how they should be identified and
.. handled; and identifying and implementing the control.
• Analyze quality management information to evaluate and improve the system and
.. collect information about customers, suppliers, products and processes.

The use of ISO 9001:2000 provides BSI with a fundamental strength in terms of the provision of quality during all work, both developmental and service related.
The administration and management of projects is undertaken by BSI's highly qualified pool of management personnel, who as well as being experienced are also trained in the control and management of the projects using the ISO 9001:2000 approach.
